Plans and manages all activities at the SPR site
Directs and coordinates all site activities required to maintain site drawdown readiness to include; oil fill and drawdown\sale\exchange activities, brine disposal, engineering, quality assurance and construction management
Manages site staffing and budget. Assures full implementation of directives policies and procedures
Provides guidance and technical decisions to resolve problem situations
Recommends corrective actions, needed site enhancement and construction projects
Coordinates measures needed to assure protection and accountability of crude oil and property
Interfaces with M&O Contractor and DOE on technical matters concerning government contracts and site activity
Provide “leadership” to deliver safe secure and efficient performance of Work Authorization Documents (WADs) and the Performance and Evaluation Measurement Plan (PEMP).
Leads the line management authority and accountability for safety, security and environmental protection in accordance with the M&O ’s Integrated Safety Management System
Drives continuous improvement in all performance areas.
Drives a One SPR approach to all work. This includes collaborating with other sites to optimize how operations and maintenance are performed. It also includes integrating all entities on site (DOE, their subcontractors and the M&O’s subcontractors) for coordinated approach to work and assessments to maximize performance against the contract, WADs and PEMP
Makes management decisions based on the needs of the facility and governed by the priority of the Enterprise

Qualifications:
REQUIRED - Bachelor’s degree and five years’ experience in a manager/leadership role in plant Operations, plant Maintenance, or in the Petro Chemical industry; OR HS diploma/GED with 10 years equivalent experience in a leadership role in the Petro/chemical industry . Must be able to obtain and maintain a US Security Clearance. Experience and knowledge of the safety requirements, policies, and procedures of the petro/chemical industry.
DESIRED: Degree in Business or Engineering is preferred. Experience in the petroleum industry or related facility is desired. Experience and knowledge of the safety requirements, policies and procedures at a DOE facility preferred.
