Position Title: Manager Field Operations

Summary of Primary Responsibilities:  
Manages and operates the Operations Control Center (OCC) and supports its role as the focal point for data dissemination for Operations and other activities of all SPR sites. Provides support to the Emergency Management Team (EMT) when activated during emergencies and sensitive management operations. Manages and ensures adequate budget of the following: 1. MOC Duty Officer Programs 2. Occurrence Reporting and Processing System (ORPS) 3. Interim Repair/Mitigation Authorization (IRMA) 4. Non-Routine Event Reporting, SPR Information and Cross Talk 5. Louisiana and Texas Excavation Alert Program 6. The SPR Conduct of Operations Program. 7. SPR Energy Management / Power budgeting and electrical energy validation Participates in the failure analysis of operational upsets at the sites, coordinates the completion of resulting action items and develops SPR operational procedures to ensure safe and consistent site operational systems. Oversee the tracking and updating of site and readiness status. Work with COL manager to assist in the coordination and management of Drawdown, Exchange, Sale and Purchase programs to ensure ops mission objectives are met. Includes dissemination of fluid movement schedules in coordination with COL scheduling group. Manages the Operational Planning & Readiness section for planning, conducting and reporting on System Test exercises (STE’s) for physical oil movement and administrative tests. Assists in the coordination and management of the recovery program when activated. Manages and oversights the Hydrogen scavenger supply and distribution program. Manages the SPR Operating Experience Program. Manages the plans and procedures and implements the DOE “Lessons Learned" program.

Qualifications:  
MINIMUM QUALIFICATIONS: Bachelor’s degree and 5 years of relevant operations experience OR HS/GED diploma and 10 years of relevant operational experience. Site and or SPR Operations or Conduct of operations experience is preferred. Required communications skills include technical writing and interfacing with all levels of the organization. CERTIFICATIONS, LICENSES: This position requires the ability to obtain and maintain a security clearance.
