Project Planning
1. Assists in the preparation of project plans throughout the project life-cycle.
2. Provides support during contract acquisition phase.
3. Become thoroughly familiar with project work scope, objectives and goals.
4. Provide support in the development of project/construction management plans which include, but not limited to: identification of project stakeholders, project resources, risk analysis, communications, procurement strategies, schedules, budget/cost profiles, quality inspection, work breakdown structures, change management, ES&H, security, etc.
5. Participate in constructability reviews.
Construction Management
1. Provide technical support to MOC Subcontractor Managers Technical Representative (SMTR) or other field construction personnel throughout the project life-cycle.This includes in-field oversight on a daily basis.
2. Perform the role of SMTR when designated.
3. Participate in Pre-Bid and Pre-Construction Meetings.
4. Assure that the technical baseline documents are managed in accordance with SPR Configuration Management requirements. Generate redline markups of as-built conditions as well as monitor as-built subcontractor documentation.
5. Initiate and coordinate field Change Notices (CN?s) including preparation of estimates and technical evaluations.
6. Participate in the development and field oversight of QA Surveillance Plans and Hold Points, ES&H, and Security requirements. Be familiar with the contractual requirements and submittals such as as the job-specific Safety and Health Plan, Written Programs, approved Waste Management Plan, etc. Prepare daily field inspection reports.
7. Issue Notification of Non-Compliance (NON?s) and/or Correction Requests (CR?s) as necessary.
8. Develop field correspondence, logs, and reports and assure they are timely, complete, consistent and accurate.
9. Review subcontract submittals for contract compliance, and ensure timely completion and filing of project deliverables.
10. Assure that subcontractor activities are well coordinated with ongoing site operations and other activities.
11. Field verify subcontractor progress payment requests and final invoices.
12. Participate with subcontractor in the generation of final punchlist. Verify the punchlist is completed prior to closeout.
13. Closely monitor subcontract progress per approved schedule.
14. Participate in Readiness Review Board (RRB) meetings.
15. Perform post-project activities which include but not limited to: lessons learned, claims resolution, contractual and a MOCinistrative closeouts, after action reports.
Construction Safety
1. Assist in the development of Preliminary Hazards Review (PHR) and SPR Safety Checklists.
2. Participate in formal hazards analysis work sessions as required.
3. Review subcontractor ES&H submittals for contract compliance and close field monitoring of same.
4. Provide daily oversight of subcontractor safety processes, Job Hazards Analysis (JSA), Safe Work Permits (SWP), Personnel Protective Equipment (PPE), or other safety requirements.
Site Interface
1. Assure that field construction activities are well coordinated with SPR site personnel.
Continuous Process Improvement
1. Participate in the continuous improvement of SPR procedures and/or processes.
2. Prepare and submit lessons learned.
