Performs pre-determined and random inspections/surveillances. Develops inspection/surveillance plans.
Performs general surveillance on site activities to include administrative records, ES&H activities, Security, Subcontractor tasks, Operations and Maintenance activities, Preventive Maintenance and Corrective Maintenance tasks as required.
Represents Quality Assurance on committees, functional boards, and work groups. Supports customer Quality Assurance activities. Participates as an Auditor/Lead Auditor in Quality Assurance audits and assessments. Conducts analysis and prepares reports on Quality functions. Participates in QA plans and procedure development and revision process. Conducts quality training functions.
Leads system evaluations. Assists with receiving inspections. Documents nonconformance verifies corrective action and participates on Material Review Boards.
Assures that facilities, systems, structures, parts, materials, and equipment are procured, fabricated, assembled, tested, modified, maintained, and operated in conformance with approved contractual documents.
Performs document and design planning reviews, ensuring that quality requirements are included. Performs oversight of the Crude Oil Quality & Quantity Control Program, the Environmental, Safety, and Health Programs, and the Security Program.
Witnesses welding procedure and welder qualifications, monitors subcontracted nondestructive testing and monitors functional tests to assure compliance to codes and contract requirements. Provides oversight of special processes to include painting/coating activities to ensure they are performed per established requirements.
Confers with Engineering, O&M, ES&H and regulatory agencies for clarification or interpretation of drawings, specifications, and requirements related to Quality.

Qualifications:
MINIMUM QUALIFICATIONS:
REQUIRED: Bachelor’s degree and 5 years OR 10 years of recent employment experience demonstrating the ability to perform quality assurance oversight or inspection activities of operational activities; develop specific surveillance plans as required for maintenance activities; develop and deliver oral and written communications; have experience in construction, coating, welding and NDE activities. CERTIFICATIONS, LICENSES: AWS CWI certification and working knowledge in PT, MT, UT, & RT is required.
DESIRED: A bachelor's degree in technical discipline is desired. Experience in valve inspection and testing and familiarity with the codes and standards for valves such as API Spec 6A, API Spec 6D, API St 598, API St 600, & API St 609 is desired
