Position Title: Principal Project Controls Specialist- Field
Employment Status: Project/Full Time/Exempt/

Summary of Primary Responsibilities:  
Develop and maintain the LE 2 project life-cycle baseline and supporting systems for the project to include but not be limited to the following: • Responsible for managing and administration of the LE 2 Project Control System. • Administer reconciliation between finance and project controls. • Development and maintenance of the LE 2 Life-cycle Baseline. • Development and Coding of the LE 2 Project Codes for the estimate, schedule, cost processor and Finance utilizing the WBS and standard chart of accounts. • Uploading the estimate into P6. • Merging P6 resource loaded schedule data into Cobra • Publishing the baseline to the project team. • Reviews all performance data related to the life-cycle contract baseline including technical, schedule and cost performance and conducts necessary analysis to provide management with required information to assess existing and potential problems. • Prepares DOE CPR Formats 1 thru 5 performance analysis reports. • Develop project control related presentations to provide executive management with the necessary information to evaluate program status and visibility of schedules and impact to performance measures and budgets. • Overall responsibility for timely & accurate cost coding of all LE 2 purchase order requisitions, subcontracts, and labor. • Timely and accurate submission of internal reporting as required by SSP and DOE. • Timely and accurate submission of Project Status Review as required. • Administration of change management for the LE 2 project. • Provide timely variance analysis and an early warning to management on cost variances to the approved baseline. Provide corrective action plans as required. • Reconciliation of cost forecast between Procurement and Contracts systems compared to the contractor for all equipment, field material, and subcontracts. • Provide project coordination and support to the LE 2project. • Prepare schedule status reports and graphics for meetings and presentations. • Provide yearly support for each Budget Request. • Provides project control support to functional and site business managers, Finance, and functional department managers to assure maintenance of total baseline integrity (technical, cost and schedule). • Develops the Earned Value Management System Description consistent with DOE Order 413.3B requirements. • Develops necessary project control and estimating procedures required for EVMS compliance. • Develop Control Account Manager (CAM) Training Manuals and train CAMs. • Develop and prepare CAM Notebooks for each CAM and perform CAM mock interviews. • Develop and routinely modify the Risk Management Plan, responsible for the risk register and the risk simulation using Primavera Risk Analysis. • Run Acumen Fuse schedule diagnostics on the baseline schedule. • Develop EVMS training for SSP personnel and train the personnel. • Perform a GAP Analysis on the SSP project control system against the ANSI 748 standards. • Ensure the schedule meets the GAO Schedule Assessment Guide. • Ensure the estimates meet the GAO Cost Estimating and Assessment Guide.

Qualifications:  
MINIMUM QUALIFICATIONS: REQUIRED: BS or BA Degree in Engineering, Construction Management, or Business with 15 plus years of project control experience OR HS Diploma and 19 years of construction and government project controls experience. Must be experienced in the DOE federal contracting environment and EVMS implementation. Must have a strong knowledge of project control fundamentals including the ability to prepare various financial and schedule reports and presentations. Must be capable of researching and analyzing critical factors in schedules, budget/cost, and performance measures. Demonstrated proficiency in use of P6, Microsoft Excel, Word, PowerPoint, Outlook, SharePoint, and performance-based management systems is essential. Excellent written and oral communication skills are required. DESIRED: Experience with SAP, Primavera Risk Analysis and Cobra are preferred. Certifications and/or licenses in PMP, EVM and Estimating Certifications.
