Position Title: Manager Emergency Preparedness
Employment Status: Full Time/Exempt

Summary of Primary Responsibilities:  
Provide support for the SPR Safety, Health, and Emergency Preparedness mission through ongoing prevention, preparedness, mitigation, response, and recovery activities. Responsible for the development and routine administration of emergency preparedness and response programs; provides preparation, support, and evaluation of these programs to ensure mission readiness; and works to support other Operations, Safety, Health & Emergency Preparedness activities as directed. Support integration with safety and health processes through the Integrated Safety Management System, Organizational Assessments (OAs), policies and procedures, etc.. Effectively manage the annual Emergency Preparedness baseline schedule, budget, and readiness assurance strategic planning.Develop a coheasive team of emergency preparedness professionals to ensure emergency operations are supported. Effectively plan, prioritize, and manage resources for emergency response, fire protection, and emergency preparedness, ensuring compliance with applicable DOE, federal, and state regulatory requirements. Work independently and as part of a team to develop and support SPR partnerships with national, state, and local organizations that will enhance emergency preparedness capabilities. Work with both government and non-governmental organizations (NGOs) to plan,develop, and implement, training and technical assistance programs that will increase situational awareness and provide for an increased level of Safety for the SPR. Work in close coordination with the DOE Emergency Manager to provide timely communications, interpret requirements, provide updates on the status of Emergency Preparedness projects, meet all reporting deadlines, and provide briefings to the DOE Project Manager, and staff, as requested. Manage the Emergency Preparedness performance assurance program including the completion of all duties as defined in the Performance Assurance Plan and ensures compliance with DOE 151.1D Comprehensive Emergency Management System, and DOE O 420.1C Facility Safety, requirements. Provide support for the M&O Quality Assurance, Performance Assurance Program, to ensure compliance with Emergency Preparedness Program requirements. Manages the Contractor Assurance System for compliance with all requirements of DOE Order 226.1 and the deliverables required by the Contractor Assurance System Plan and Reporting Matrix. Provide for direct liaison and coordination with local, state and Federal regulators, major mutual aid organizations and separate support elements, which respond to assist the SPR during emergencies. Work independently or as part of a team to identify major emergency preparedness issues, perform research to identify causation, develop practical solutions that comply with DOE requirements, identify funding, and implement corrective actions that will mitigate the problem. Schedule personnel and resources to provide adequate field support for the SPR sites. Approve staff time and schedules. Participate in staff annual performance evaluations. Serves as member of the SPR Emergency Response Organization, on call 24hrs a day to respond to emergencies such as, but not limited to oil spill recovery, hurricane disasters and pandemics requiring support. Required mobilization with EOC advance team prior to/during natural disasters requiring evacuation from the New Orleans office. Duties include assisting with remoter SPR command post set up and operations, assisting with communications, and coordinating with government agencies on evacuation, sheltering, vertical refuge, and infrastructure issues.

Qualifications:  
REQUIRED: Bachelor’s degree in public administration, emergency management, or related field, from an accredited college or university and ten (10) years of related experience in fire protection, emergency preparedness/management, or industrial emergency response inclusive of two (2) years of supervisory experience; or HS diploma and fifteen (15) years experience with knowledge and skills in fire protection, emergency preparedness/management, or industrial emergency response inclusive of five (5) years of supervisory experience. Certification as a Certified Emergency Manager (CEM) or Louisiana Emergency Manager (LEM) is preferred. DESIRED QUALIFICATIONS, EXPERIENCE, AND CERTIFICATIONS: • Experience planning contingency and mitigation plans for large scale events (including emergency planning); • Program management experience to develop, implement and lead training and exercise programs; • Understands and has experience with Incident Command Structure and/or Incident Management Teams. • Possesses strong leadership, management, and interpersonal skills and abilities; • Demonstrates excellent oral and written communication skills. • Completion of Emergency Management Institute (FEMA) Incident Command Systems (ICS) 100, 200, 300, 400, 700 and 800 (or current versions) and other relevant emergency management courses such as the Professional Development Series, Emergency Management Institute Independent Study Series, etc. WORKING CONDITIONS: While the majority of the time this job involves working in a central office environment, there are periods of time which might involve overnight travel to SPR sites or training facilities. In addition, employees may have to deploy with little notice to support Emergency Preparedness response to SPR emergencies.
