As Strategic Storage Partners (SSP) prepares to assume responsibility for Management and Operations at the Strategic Petroleum Reserve (SPR), we recognize that transitions can bring uncertainty.
We want to acknowledge that this is a significant moment for each of you. You’ve built careers, relationships, and expertise that are essential to the SPR’s success. SSP is committed to ensuring that your transition is handled with respect, transparency, and care.
This Transition FAQ is designed to answer your most pressing questions and provide clarity on what to expect. We will continue to update it as new information becomes available.
Above all, please know this: you are the most critical component to the continuity of the SPR’s mission. Your experience, dedication, and professionalism are irreplaceable. SSP is not just inheriting a contract—we are inheriting a team that has safeguarded one of the nation’s most vital energy assets. We are grateful for the opportunity to work alongside you.

What is SSP doing to ensure a smooth transition?
SSP has a dedicated Transition Manager (Deborah Hojem) and Workforce Transition Managers coordinating all activities. The team is using Transition Item Checklists (TICs) and daily POD meetings to track progress.
Will I have a job with SSP?
SSP is committed to hiring the incumbent workforce. Most employees will continue in their current or similar roles. Offers will be extended no later than October 17, 2025.
Will my job title or responsibilities change?
Some titles or responsibilities may shift as SSP updates its organization later. You will be notified individually if your position changes. SSP’s team is conducting a workforce mapping exercise to align roles.
What happens to my pay and benefits?
The offer from SSP will include the same benefits programs as those that Fluor Federal Petroleum Operations (FFPO) offered to you. The benefits elections you made during the recent open enrollment window will continue through the 2026 fiscal year. Your existing direct deposit and payroll deduction authorizations (if applicable) that are on file with FFPO as of November 23rd will automatically continue with SSP.
Will my years of service carry over?
Yes. Your prior service will count toward vacation, retirement vesting, and other benefit eligibility.
What paperwork do I need to complete?
- Review and sign offer letter
- Form I-9 (employment eligibility)
- Security clearance transfer paperwork, if applicable
Will there be a gap in pay?
No. SSP is prioritizing continuity of employment and compensation. Payroll setup is a Day 1 priority for SSP’s CFO and HR team.
What about my retirement plan?
Your current retirement account remains yours. SSP will provide rollover options and new plan details during onboarding.
Who can I contact with questions?
SSP has established multiple communication channels:

- Employee Briefings: Online meetings and open houses will be held to answer questions and introduce SSP leadership.
What if I don't receive an offer or have concerns?
SSP’s HR team will work closely with DOE and FFPO to ensure all employees are contacted. If you have not received communication, please reach out via the SSP email hotline or attend a scheduled briefing.
