(NEW ORLEANS - December 18, 2025) — Strategic Storage Partners, LLC (SSP) has assumed management and operations responsibility for the U.S. Department of Energy’s (DOE) Strategic Petroleum Reserve (SPR).
In April, SSP was awarded a five-year, $1.4 billion contract, with an option for the DOE to extend the contract for an additional five years. In early October, SSP began contract transition activities in preparation to assume responsibility for SPR’s committed professionals, facilities, and related systems. SSP was formed by lead parent company APTIM Federal Services and BWXT Technical Services Group, Inc.
Alan Weakley will serve as the President and Project Manager with full responsibility for safe and compliant execution of all of SSP operations.
“SSP stands ready to fulfill its promise of safely ensuring operational readiness of the SPR,” Weakley said. “The SPR is a national energy security asset and so are our qualified and expert employees who are critical to its success. We are looking forward to an enduring partnership with DOE, our team, and the communities where we live and work.”

The SPR is the world’s largest supply of emergency crude oil and was established primarily to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the International Energy Program. The federally owned crude oil stockpiles are stored in huge underground salt caverns at four sites in Louisiana and Texas.
